REPORT
OF THE
NCAA
DIVISION I FOOTBALL ISSUES COMMITTEE
INFORMATIONAL
ITEMS.
1. AFCA Report. The committee
received a report from Grant Teaff, executive director of the American Football
Coaches Association.
2. Subcommittee
Reports. The
committee received reports from the four subcommittees (Agents, Gambling and Amateurism;
Football Academic Performance; Minority Hiring; and Sportsmanship).
a. Agents, Gambling
and Amateurism. This
subcommittee gave a prioritized list of initiatives for both agent activities
and sports wagering. The committee
voted to move forward with the development of a best practices document related
to the monitoring of agent activity and the production of a football-specific
agent video. The subcommittee also
recommended that the group continue to consider an elite football
student-athlete seminar, sports wagering video, football public service
announcements, increase the background-check program for football officials and
the development of a cell phone ban in locker rooms.
b. Academic
Performance. This
subcommittee presented the data regarding the academic performance of Division
I football-playing institutions. The
committee voted to expand the Football Academic Performance Subcommittee to
include current Football Issues Committee members, university presidents and
head coaches to further work on football academic performance report (APR)
issues. This expanded group, Football Academic Working Group, will be set up in
two separate groups: one group for the football bowl subdivision (FBS) and one
for the football championship subdivision (FCS).
c. Minority Hiring. The subcommittee provided the committee
with information regarding Division I Head Football Job Openings, the Future Coaches
Academy, Men’s and Expert Football Coaching programs, NFL/NCAA Division
II and III Football Internship, and NFL Player Development Internship
program. The committee agreed to
send a letter of encouragement to Dutch Baughman for all of his hard work in
this area.
d. Sportsmanship. The subcommittee shared several
potential initiatives with the committee.
The committee agreed to continue to work with the Committee on
Sportsmanship and Ethical Conduct to improve sportsmanship in football. They also asked that conferences include
this on the conference meeting agenda to generate discussion and provide any
feedback or ideas to the Football Issues Committee. The committee would also like to explore
the idea of creating a sportsmanship best practices document in the future.
3. College Football
Officiating, LLC. NCAA
staff provided the Football Issues Committee with information about the newly
formed College Football Officiating, LLC.
4. Legislation. The committee
reviewed the current proposed legislation and their position. The committee determined to change their
initial position regarding proposal 2007-92.
5. Early Signing
Date. The
committee discussed putting together a subcommittee to further discuss an early
signing date. This subcommittee
would be asked to review the issue further, get feedback from the membership
and present their findings to the full committee.
6. Sideline Access. The committee discussed limiting the number
of individuals that are granted access to the sidelines at football games. After further discussion the committee
determined that this is an issue that should be decided at a conference level.
