ACTION ITEM.
National
Statistics Program [Bylaw 31.9].
1.
Recommendation. Sponsor legislation, and recommend that
the Management Council approve the proposal as noncontroversial legislation, to
remove the policies and procedures of Bylaw 31.9 (national statistics program)
from the NCAA Manual effective immediately and specify that such policies and
procedures shall be available to the membership on the NCAA Web site. The cabinet will maintain oversight and
authority to make changes to the policies and procedures.

Rationale.
Removing the policies and
procedures of the national statistics program from the legislative process and
permitting the cabinet to oversee and approve changes will eliminate the
bureaucracy and confusion inherent in the current process. This action will also help ensure that
the program is applied consistently across all three divisions of the
Association. The current national
statistics program policies and procedures are already provided to the
membership via the NCAA Web site.
This proposal is being recommended as noncontroversial legislation,
inasmuch as broader consultation and debate are unlikely to improve the
proposal in any substantial way, significant disagreement or alternative points
of view will not be generated and there does not appear to be a significant
impact on existing legislation or proposed legislation.
