SUBJECT: Championships.
Championships are a core part of the NCAA purpose and mission. The championships budget, including travel, is over $58 million and other than the Division I distribution is the Association’s largest budget allocation. As I reviewed the championships budget requests, it is evident that we need to be more strategic as to how the Association allocates resources to championship activities. I have asked Senior Vice President of Championships Joni Comstock to review all championships for the three divisions with a focus on governance, fiscal and management activities of the championships. The charge will also include a review of the championships governance structure to clarify roles and responsibilities and define expectations regarding leadership and decision-making to derive clear, consistent and objective direction for excellence in NCAA championships.
The review, in a fiscal context, will focus on long-term sustainability to include accountability, efficiency and efficacy while considering membership growth and development issues. It will also include a model for principled and proportioned evaluation of plans for future investments.
Finally, overall management and presentation of the championships will be reviewed with a clear focus on shared accountabilities among the national office staff, the membership and our external partnerships to optimize the value and prestige of NCAA championships.
I also recommend that the Division I Football Championship be expanded in FY 2010-11 by four teams and that the funding to support this expansion is from dollars reallocated as a result of the review. The football championship has the highest ratio of student-athlete participation to championship opportunities of all
championships. The addition of four teams will move the participation ratio to the approximate average of the other championship. I will ensure that we continue to balance the women’s championship opportunities with men’s championship opportunities.
It is my intent to have a series of recommendations for the Division I budget committee for its consideration prior to the development of the FY 2010-11 budget. I ask your support of my proposal.
